It also embarks on a new mission in the current national strategy of building the Guangdong-Hong Kong-Macao Greater Bay Area.
Not afraid of hardships and dangers, the second venture dares to be the first
At the construction site of Midea Avenue Station in the Shunde section of the West Yanshunde section of Guangzhou Metro Line 7, workers are rushing to carry out the final decoration and installation and commissioning of mechanical and electrical equipment, and sprint to complete the construction on September 30 as planned. The West Extension Shunde Section of Guangzhou Metro Line 7 is the second metro line connecting Guangzhou-Foshan after the Guangfo Line. “Keeping the contract, ensuring quality and respecting righteousness”, this is the epitome of the spirit of “China’s iron army and pioneer” in the 40 years of China Railway Second Bureau going south, and it is also the key “magic weapon” for the construction team of China Railway Second Bureau to open up a new situation when it first arrived in Shenzhen.
“In 1981, the director of the bureau came to talk to me and said that the second bureau had no work to do now, and asked me to take someone to Shenzhen to have a look. According to the instructions of the leader, I took a few people to Shenzhen, and after arriving, I first went to China Merchants Bureau to pick up work, and the first job was the Far East Biscuit Factory. Although the work was not big, we organized construction teams for two, construction and five within a month, and quickly completed the task on time and with good quality. Fame soon followed, and projects followed. Sun Yongfu, then director of the second division of the Second Bureau of China Railway, later academician of the Chinese Academy of Engineering and executive vice minister of the Ministry of Railways, recalled.
40 years ago, it was Sun Yongfu who led the team to drive five dilapidated Liberation cars, opening the second entrepreneurial road of China Railway Second Bureau from planning to market and “competition for survival”. The Second Engineering Corps of Shenzhen Office of China Civil Engineering Corporation (hereinafter referred to as the “Second Engineering Corps”) established by the Second Bureau of China Railway has thus become the first enterprise in China’s railway construction industry to enter the Shenzhen Special Economic Zone.
Since then, the Second Bureau of China Railway has been “doing special work” in the Special Economic Zone. The second corps completed the general contracting project of Nanhai Hotel, the first five-star hotel in Shenzhen Special Economic Zone in two years, and won the first prize of the Ministry of Railways Quality Project; On August 5, 1987, Guangdong Float Glass Factory was completed, and the following year won the first Luban Award for the Second Corps; At the end of 1988, the Shenzhen Railway Viaduct built with the participation of the Second Corps won the Silver Award of the National Quality Award. Shekou Communication Building, CSG Building, Shenzhen Tourism Center Building, Shekou Taxation Branch Office Building were erected, Bank of China Shenzhen Branch, Shenzhen News and Culture Center and other pile foundations and basement projects were excavated… In 1991, when the Second General Team returned to Nanhai Hotel to celebrate the 10th anniversary of going south to Shenzhen, this team that “went to heaven and earth” in Shenzhen had already created excellent achievements of “100 projects and 100 excellent” in just ten years.
In the second decade of the Second Corps, the general contracting of the Graceland Interchange became a big battle faced by the Second Corps. China Railway Second Bureau took 10 months to build the largest overpass in Shenzhen at that time, and won the Luban Award again. After this battle, the Second Bureau of China Railway further opened up the market of the Shenzhen Special Economic Zone, and with the Second Corps as the vanguard, accelerated the pace of building the special zone and expanding operations.
Since 2000, the Second Corps, renamed Shenzhen China Railway Second Bureau Engineering Co., Ltd. (hereinafter referred to as “Shenzhen Company”), has focused on high-difficulty and cutting-edge fields, closely followed the forefront of urban construction industry to enhance core competitiveness, and dedicated a large number of new high-quality projects such as urban rail, high-speed railway, port terminal, municipal transportation and so on to the people of the Special Economic Zone. The people of the Second Bureau of China Railway went to Shenzhen Metro Lines 1, 2, 4, 5, 11 and other projects, becoming the first batch of builders of Shenzhen Metro; Participated in many Universiade projects such as Shenzhen Information Institute and Water Sports School, and contributed to ensuring the Shenzhen Universiade; The landmark project of building a world-class large-scale container port – Yantian Port and the landmark project of China Railway’s new station building – Shenzhen North Railway Station won the Luban Award and the Zhan Tianyou Award; A number of projects such as Shenzhen Metro, OCT Theme Park, and Shenzhen Port Group were selected as special projects for the 30th anniversary of the founding of Shenzhen; A large number of projects such as the joint headquarters building of the high-tech zone and the Qianhai Landscape Bridge show the new style of Shenzhen as a pilot demonstration area of reform and opening up.
At present, the Second Bureau of China Railway has gradually formed a “one-in-one, two-wing+” development strategy in Shenzhen and the entire Guangdong-Hong Kong-Macao Greater Bay Area, with housing construction as the main body, subway depots and municipal engineering as two wings, and other business forms developing simultaneously. The small team that went south to Shenzhen has become a pioneer with an annual construction capacity of more than 10 billion yuan.
Forge ahead, carry out reform and development, and strive to be the first in practical work
The site of Nanhai Hotel is only more than ten meters away from the sea, and some of it is a reclamation project, and the silt at the bottom of the foundation pit is deposited for two or three meters, and people will sink into their thighs as soon as they go. And some parts that are buried with stones, foundation pits are even connected to the sea, and fish swim in through the cracks in the stones. Some geological experts lament that if you can take out the foundation pit in half a year, it is a miracle! However, despite having no similar construction experience, the technical backbone of China Railway Second Bureau boldly proposed the scheme of cutting off the seawater with a clay cofferdam, and used the sudden treatment of low tide twice a day to complete the construction in only 95 days, and thus won high recognition from the owner, and successfully accepted the construction project as the general contractor. In order to fight the “first battle” of general contracting, China Railway Second Bureau successfully used the “site management” construction model of “owner, design and construction trinity, with me as the mainstay, supervision and coordination, and joint responsibility” in Shenzhen for the first time.
The exploration of management and technology of the Second Corps has never stopped. In 1989, it became the first unit of China Railway Second Bureau to enter the national second-class enterprise; In 1991, it was listed as one of the 100 vanguard enterprises to promote total quality management during the “Eighth Five-Year Plan” period of the Ministry of Construction; In 1997, in order to further stimulate the vitality of management, the Second Corps began to withdraw the team construction department, and emphasized the combination of “responsibility, right and profit” through the division of small accounting units, and changed from the responsibility system of the engineering team based on annual assessment in the past to the assessment system based on projects, and further moved closer to marketization in terms of management mechanism. In addition, the Second Corps was also one of the first construction enterprises in the country to participate in bidding and bidding, and even provided a strong reference for the Ministry of Railways’ later bidding.
With the further development of the market economy, Shenzhen company actively explores the business market, broadens the business radius, and gradually forms the Greater Bay Area market centered on Shenzhen and Guangzhou, the western market centered on Guiyang and Chengdu, the Haixi market centered on Fuzhou, and the East China market centered on Hefei and Danyang.
